grate services is well established. People come to human service agencies with a complex set of needs that no one program can fulfill. At the same time, different programs have different philosophies, goals, service structures and terminologies that often create challenges when trying to integrate services. As a result people come into a human service agency a “whole person” but are “broken into pieces” by the agency in order to serve him/her.
